WHO BUYS FROM IT

The DBE certification is used by all DOT-funded agencies throughout the state governments, and even trickles down to cities and counties. If you have an interest in working in the following sectors, then the DBE is a must-have:

  • Highway, Street and Bridge Construction
  • Department of Transportation
  • Airports
  • Shipping Ports
  • Tunnels, Bridges and Subway/tram Systems
  • Public Transportation Agencies
  • City & County Public Works agencies and projects

WHO SHOULD GET ONE

DBE certifications are most often obtained by companies interested in, or looking to business with the following agencies:

  • FAA (Federal Aviation Administration)
  • FHWA (Federal Highway Administration
  • FMCSA (Federal Motor Carrier Safety Administration)
  • FRA (Federal Railroad Administration)
  • FTA (Federal Transit Administration)
  • NHTSA (National Highway Traffic Safety Administration)
  • PHMSA (Pipeline and Hazardous Materials Safety Administration)
  • MARAD (Maritime Administration)
  • This includes all highway + street + bridge construction contracts; airports; shipping ports; subway & tunnel systems
  • Most popular DBE industries include: Dump trucking firms; road flagging firms; civil engineering; A&E Firms; concrete companies; letting companies, and many other industries.
  • Any firm that’s been asked by a prime to obtain certification should also do so – this means the prime has been mandated to spend awarded-contract dollars with a DBE firm. If it’s not you, it will be another vendor.

BENEFITS

PRIME CONTRACTING

The primary goal of the DBE program is to offer small, diverse businesses a fair opportunity to compete on federally funded transportation contracts. For this reason, DOT contracts can be strictly set-aside for DBE firms, or give preference to DBE bidders.

SUBCONTRACING

Possibly the best benefit of all to small businesses, DOT contracts have endless subcontracting goals. Many times, large primes are often needed to handle the workload of the government, especially with large highway and bridge projects. For this reason, most of these large projects have mandatory participation goals from DBE-certified contractors. This is the single easiest way to grow your business in the government market as a contractor.
